HPM contains a powerful management tool called Encounter Based Budgeting (EBB).  It is actually a powerful activity, cost and revenue modeling tool.

EBB's model is defined by choosing dimensions and the population to include.  Dimensions are handles on the data you will later use to select the changes you want.  Behind the scenes, the model is retaining payor, revenue, service item and department level cost.
